About The Alliance
The Pine Bluff-Jefferson County Port Authority
The Pine Bluff-Jefferson County Port Authority is an instrumentality of city and county governments organized in accordance with Arkansas' Metropolitan Port Authority Act. The Authority is dedicated to maximum development and utilization of the McClellan-Kerr Arkansas River Navigation System, the nation's inland waterways, the five navigable rivers in the state, and the Port of Pine Bluff.
The authority is comprised of seven directors, with four appointed by the City of Pine Bluff and three by Jefferson County. Those currently serving as directors are as follows:
David C. Bush, Chairman; senior vice president-Credit Card Division, Simmons First National Bank
David M. Lunsford, Vice Chairman; vice president-technology, TREFILARBED Arkansas, Inc.
Michael J. Dennis, Secretary-Treasurer; attorney at law, Bridges, Young, Matthews & Drake, PLC
Larry J. Porter, Director; president, The Strong Company, Inc.
Gary C. Reynolds, Director; general manager, Allied Tube & Conduit
Scott Spence, Director; finishing & shipping manager, International Paper
The Port Authority also has two ex-officio directors, Pine Bluff Mayor Carl A. Redus and Jefferson County Judge Mike Holcomb. Lou Ann Nisbett serves as Executive Director.
The 375-acre Harbor Industrial District is a land development project of the Port Authority. A 20-acre public terminal facility has been developed by The Port Authority and is leased to Global Materials Services for operation. This arrangement assures convenient access to low-cost water transportation for all shippers in the Pine Bluff area.
